IT Accessibility Policy Program

What is ITAPP?

The IT Accessibility Policy Program (ITAPP) was charged by Chancellor May in October 2025, in response to new ADA Title II rules, and in compliance with the UCOP Accessibility Policy, and the forthcoming system-wide ITAP policy. 

This committee is co-chaired by Digital Accessibility Program Manager Brad Starkey-Owens in the Policy and Compliance Office and Associate Chief Information Officer David Rowe in IET. Committee members include staff and faculty representatives from across UC Davis, with the intent of being nimble and actionable in the months leading up to, and beyond the April 2026 Title II deadlines.

ITAPP coordinates with working groups, which provide technical expertise and recommendations for policy implementations, workflows, and tool procurement and development. Workgroups are encouraged to seek additional input from subject matter experts from across UC Davis as appropriate and beneficial.

  • Lead: Brad Starkey-Owens, Compliance & Policy
  • Focus:
    • Development of accessible procurement process for software and web services
    • Coordination of UISL communication and instruction on procurement best practices

Web Content

  • Lead: Thomas Watts, Strategic Communications
  • Focus:
    • Accessibility implementation and scalability across UC Davis web estate
    • Web support resource organization and allocation

Training & Outreach

  • Lead: Margaret Merrill, Academic Technology Services
  • Focus:
    • Development and execution of ADA awareness and training University-wide
    • Identification and development of guided and self-paces training solutions
