Faculty/Staff
IET ATS has established a relationship with third party vendor Cielo24 which content owners can use for captioning services. The vendor will provide premium levels of captioning, which guarantees 98% accuracy at a rate of $1.50 per minute of content. Cielo24 provides a Web interface to upload video or audio content, and a set of interactive Web tools to edit and customize before downloading the caption file in a number of caption and transcript file formats. For an additional fee, Cielo24 will provide translated captions for multi-language audiences. individuals and departments can create accounts directly with this service provider at no up-front cost. Cielo24 charges only for services used, with no recurring charge when no services are used.
YouTube and other video hosting platforms offer computer-generated speech-to-text captioning on their platforms. The Captioning Working Group offers a strong caution to content creators that these automated systems are often highly inaccurate, and incorrect captions are more of a hindrance than a help to users who rely on captioning to understand video content (and can be detrimental to the credibility/reputation of creators).
Youtube does offer a tool to manually caption videos hosted on their platform, including the ability to automatically synchronize an externally-generated transcript to a YouTube-hosted video. This tool works quite well, and provides an option for content creators who are working from a script or otherwise have a pre-existing transcript of their videos.
When using any automated tool, the Captioning Working Group strongly recommends that content creators review caption output to ensure accuracy and correct timing.
