UCOP has put together a small Web accessibility committee and produced the following guidelines for Web developers. 

Tips for getting started

Developers who code static web pages or dynamic web applications must ensure that the content is accessible to individuals with disabilities. The link will provide guidelines which represent the most basic steps for improving the accessibility of websites and reflect good development standards. Topics such as using alt attributes for images, creating accessible PDF's, descriptive text for links, using plain text for text, skip navigation links, maintaining contrast between text and backgrounds, proper heading usage, unique names for links, valid markup and styles, don't use frames, no separate text-only alternative site, and informing users when a link opens in a new window are available are available.
